You do not need to learn every panel before making your first decision. Start by understanding your position, choosing one goal and checking the result of one action.

Choose a country you want to understand

Read the country dossier before taking power. Familiar geography makes it easier to recognise your neighbours and understand your position. Size alone is not a difficulty setting: the economy, energy supply and diplomatic environment also matter.

Choose a national ambition that fits your interests. Treat it as a direction for your government while keeping enough flexibility to respond to urgent events.

Read the budget before spending

Compare income, spending and the treasury. Read the displayed costs and effects before changing taxes or starting construction. A project can require money now and affect your finances later.

For example, an investment may look attractive until a crisis needs the same funds. Keeping a reserve gives you options. Change a few things at a time so you can understand what caused the next result.

Listen to advisers and investigate

Use “What now?” when you need a useful next step. Resource hints explain what a number means and what changes it. The opening investigation, “The Leak”, leads you through parts of your government. Gather evidence before accusing a minister.

Your advisers help you find the relevant decisions, but the choice remains yours. Read the situation, compare the options and consider what your government can afford.

Take a turn and review the outcome

In the solo campaign, you decide when the next day begins. Check urgent matters and deadlines before advancing. Afterwards, review the budget, diplomatic responses and new reports.
