Country card buttons are reachable on phones

On a phone, the map buttons no longer cover the bottom of the country card.

When you tapped a country on a phone, the map layer and strike buttons could sit on top of the bottom of its card and hide buttons such as Country map and building. The card now always ends above the menu, alerts and map buttons, so every button on it can be tapped. On short screens the card scrolls instead.
