Sanctions on a conquered state end

At most three sanction regimes at once is still the rule. Until now, sanctions on a state you later conquered stayed on the list forever and could not be lifted, because a conquered state's card has no such option. A few conquests could block sanctions for the rest of the campaign.

Now such sanctions end the next day, in campaigns already under way too, and a conquered state cannot be sanctioned.
